Pull Request Overview
This PR introduces the 08-network directory containing network optimization models and their solutions. The purpose is to add a new set of optimization problems focused on network flow problems with 13-14 node networks.
- Adds solution files for network optimization problems with 13 and 14 nodes

Description
Introduces 08-network. Running ommx_create.py right under 08_network/models/integer_lp creates .ommx files.
Other Info
For now, The ommx files is not in this PR due to the size isuue. The instances is including in the ommx_create.py due to it is only a 24x24 matrix.
